HSQE Officer

Position Purpose

Implement programs to provide a safe, healthy, environmentally responsible, and quality-focused working environment for all personnel.

Drive the HSQE risk management process within the contract, providing support and guidance to employees and contractors in risk assessment, hazard identification, incident prevention, quality assurance, and environmental management.

Support the development, implementation, review, and continual improvement of HSQE policies, procedures, standards, and safe systems of work.

Identify training needs and coordinate HSQE training and awareness programmes, including emergency preparedness and response exercises.

Participate in internal, external, and Client audits as required.

Communicate, report, and monitor Health, Safety, Quality, and Environmental KPIs and performance objectives and provide regular updates to the HSQE Manager.

Key Responsibilities

The HSQE Officer is considered to be a subject matter expert on Health, Safety, Quality, and Environmental matters affecting contract operations and is expected to:

  • Provide specialist HSQE advice and guidance.
  • Promote a positive Health, Safety, Quality, and Environmental culture throughout the contract.
  • Identify HSQE compliance requirements and improvement opportunities.
  • Support operational teams in resolving HSQE-related issues.
  • Monitor the effectiveness of HSQE programmes and initiatives.
  • Drive continual improvement across all HSQE disciplines.

HSQE Responsibilities & Administration

The HSQE Officer will be responsible for general HSQE responsibilities and administration, including but not limited to:

  • Assist in the implementation, maintenance, and continual improvement of the Integrated HSQE Management System.
  • Identify, develop, review, and maintain risk assessments, environmental aspect and impact assessments, and safe systems of work.
  • Assist in maintaining a comprehensive contract risk register.
  • Conduct HSQE inductions for new employees, contractors, and visitors.
  • Ensure workplace inspections are conducted regularly across all operational areas and communicate findings to operational teams and the HSQE Manager.
  • Conduct routine health, safety, environmental, and quality inspections and audits.
  • Ensure contractors are inducted in accordance with contractor management procedures and that licences, certifications, competencies, risk assessments, and method statements are reviewed for compliance.
  • Monitor contractor performance and compliance with Client and company HSQE requirements.
  • Review and provide feedback on risk assessments, method statements, permits, and safe work procedures submitted by internal teams and contractors.
  • Support the implementation and monitoring of Permit to Work systems and high-risk activities.
  • Conduct hazard identification, accident prevention, environmental protection, and quality assurance programmes.
  • Coordinate and participate in toolbox talks, safety briefings, HSQE campaigns, and committee meetings.
  • Identify training needs and coordinate accredited HSQE training programmes.
  • Coordinate emergency preparedness drills and exercises and monitor the implementation of corrective actions arising from such activities.
  • Maintain first aid supplies, emergency equipment, and associated records in accordance with legal and contractual requirements.
  • Investigate accidents, incidents, near misses, environmental events, unsafe acts, unsafe conditions, and quality non-conformances, and recommend corrective and preventive actions.
  • Maintain records of all incidents, injuries, illnesses, environmental events, and quality non-conformances and provide statistical reports and trend analysis.
  • Assist in preparing monthly HSQE reports and KPI reports for management review and Client reporting.
  • Support internal, external, and Client audits and ensure timely close-out of findings and corrective actions.
  • Promote environmental sustainability initiatives, including waste management, recycling, resource conservation, and pollution prevention.
  • Support business continuity, emergency response, and continual improvement initiatives.
  • Perform any other duties as directed by the HSQE Manager, or their delegate.

Knowledge, Skills, and Experience

Knowledge

  • Good knowledge and understanding of ISO 9001 (QMS), ISO 14001 (EMS) and ISO 45001 (OH&S MS) standards and their practical application within Facilities Management operations.
  • Sound understanding of risk assessment, hazard identification, and risk control processes.
  • Knowledge of incident investigation methodologies and root cause analysis.
  • Knowledge of relevant UAE HSQE legislation and industry best practices.
  • Personal integrity and values consistent with company principles.
  • Good analytical and problem-solving skills.
  • Well-developed verbal and written communication skills.
  • Sound computer skills, including Microsoft Office applications.
  • Ability to work effectively in a team environment.
  • Ability to remain calm and effective under pressure.
  • Commercial awareness and understanding of operational priorities.
  • Good command of the English language.
  • Knowledge of Facilities Management operations and associated risks.

Job Specific Skills

  • Minimum 3-5 years’ experience in an HSQE role.
  • Experience within Facilities Management, Property Management, or related operational environments.
  • Willingness and ability to work shifts, weekends, public holidays and respond to emergency situations outside normal working hours when required.
  • Experience conducting inspections, audits, and incident investigations.
  • Experience in contractor management and compliance monitoring.
  • Ability to deliver inductions, training, and awareness programmes.
  • Ability to analyse HSQE data and prepare reports and performance metrics.
  • Effective stakeholder engagement and communication skills.

Essential Qualifications

  • NEBOSH International General Certificate (IGC) or equivalent.

Desirable Qualifications

  • ISO 9001 Internal Auditor Qualification.
  • ISO 14001 Internal Auditor Qualification.
  • ISO 45001 Internal Auditor Qualification.
  • Lead Auditor Qualification.
  • First Aid Certification.
  • Fire Warden/Marshal Certification.
